Cross-System Information Sharing and Communication Protocols

Los Angeles County

Los Angeles County Department of Children and Family Services (DCFS) and Alcohol and Drug Program Administration (ADPA) contracted with CCFF staff to provide technical assistance in developing information sharing and communication protocols for DCFS cases with substance abuse involvement.

Sacramento County

CFF has contracted with the County of Sacramento Department of Health and Human Services (DHHS) since 1995 on its efforts to improve services and outcomes for families in the child welfare system affected by AOD. Initially this effort included the evaluation of the County’s Alcohol and Other Drug Treatment Initiative (AODTI). The consultation also involved the development of a preliminary assessment to be conducted with all clients entering child welfare services to provide immediate feedback on severity and level of need. These changes to the intake requirements included determining child welfare involvement and ensuring the safety of the children of all clients entering treatment.

The experience of working with Sacramento County on these issues was used as the base for technical assistance requested by CSAT on its Treatment Outcome Performance Partnership Projects (TOPPS I and II). In TOPPS-II CCFF staff led the effort to ensure that indicators related to child welfare status be included in the data set being tested in the 19 TOPPS-II States. These indicators include the child welfare status of children as well as information on child abuse/neglect that leads to termination of parental rights.
